I would choose the first one. One can always netdeck, but being bad at dueling is kinda bad...

I wouldn't care if i suck at duelling....i can always improve...

but if i make amazing decks to improve with.....you gotta be getting better right?

and you can always search up play strategies and work off them till you find your own plays and style.

I am mediocre so....being good at building a deck would make me REALLY happy
